A lot has been going on in our state government during this legislative session. One of these very important issues affecting the disability community is the fact that the legislature seems to be headed toward approving legislation to require a government issued photo ID for people to vote at the polls on Election Day.

On Friday, Governor Nixon vetoed SB188 in a press conference at the Old Courthouse in St. Louis. The crowd overflowed with advocates, legislators, and other public leaders supporting the veto of SB188. The Governor spoke strongly stating, “Missouri is a state that welcomes all people, and believes that everyone should be treated with dignity and respect. That means we have an obligation to put a stop to discrimination…”

SB188, the bill to weaken the MO Human Rights Act, has had a long journey this legislative session. Currently SB188 is on Governor Nixon’s desk. He can choose to sign the bill into law, veto the bill, or do nothing (in which the bill becomes law). Governor Nixon has until May 3rd to take action.

It was the chaotic experience of voting and questionable process of tallying ballots that led to the signing of the Help America Vote Act (or HAVA), a landmark piece of federal legislation designed to increase access and accountability in our electoral process. We can pat HAVA on the back for statewide surveys of Missouri’s polling places and their adaptation to meet the needs of voters with disabilities. Everytime you use large print, high contrast, touch screen, and audio balloting to vote privately and independently…you have HAVA to thank.

Human rights in Missouri are being severely threatened at the state legislature. Senate Bill 188 (SB 188) passed out of the House last week and is on its way to Governor Nixon’s desk. The only way to stop this threat to civil and human rights through SB 188 is if the Governor vetoes the bill.
